On January 25, 2012 the Department of Homeland Security (DHS) issued a press release announcing that DHS Secretary Janet Napolitano had released a document detailing the National Strategy for Global Supply Chain Security while attending the World Economic Forum in Davos, Switzerland.

According to the press release, the Strategy "outlines clear goals to promote the efficient and secure movement of goods and foster a resilient supply chain system. It also provides guidance for the U.S. government and crucial domestic, international, public and private stakeholders who share a common interest in the security and resiliency of the global supply chain."

The Strategy includes two primary goals:
1) Promote the efficient and secure movement of goods
- Resolve threats early to expedite the flow of legitimate commerce.
- Improve verification and detection capabilities.
- Enhance the security of infrastructure and conveyances.
- Maximize the flow of legitimate trade by modernizing supply chain infrastructure and processes.

2) Foster a resilient supply chain
- Mitigate systemic vulnerability to the supply chain.
- Promote trade resumption policies and practices in the event of a disruption to the supply chain.
- Engage government, private sector, and international stakeholders and seek specific recommendations to inform and guide the collaborative implementation of the Strategy.

Implementation of the Strategy is intended to begin immediately, with efforts focused on priority action areas identified during its development.
