APHIS Withdraws Rule to Increase AQI User Fees


In a Federal Register notice published on November 4, 2009, the United States Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) announced the withdrawal of an interim final rule that would increase agricultural quarantine and inspection (AQI) user fees.

The rule, which was to be effective as of November 1, 2009, would have increased user fees by approximately 10% for AQI services provided for certain commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft, and international airline passengers.

According to the notice, the rule was withdrawn "in order to explore other regulatory alternatives."
