Customs Guide: U.S. Customs and Border Protection Rulings Program


U.S. Customs and Border Protection (CBP, Customs) publishes a series of free on-line Informed Compliance Publications (ICP). The ICPs are intended to provide guidance and information to importers and other interested members of the trade community.

A new ICP titled U.S. Customs & Border Protection Rulings Program has recently been published. The guide is part of a series of ICPs dedicated to Customs classification and valuation. The ICP provides information on the following subjects (partial list):
- Definition of a ruling
- Who can request rulings
- How to request a ruling from CBP, the National Commodity Specialist Division (NCSD), and CBP Headquarters
- Information to include in rulings requests
- How to take corrective action on potentially incorrect rulings
- How to file a request for internal advice

The ICP was posted on December 14, 2009.

The information in the ICPs is provided for general information purposes only, and is provided with the "hope that this material, together with seminars and increased access to rulings of U.S. Customs and Border Protection, will help the trade community improve voluntary compliance with customs laws and to understand the relevant administrative process."
