Presidential Proclamation Removes Guinea, Madagascar, and Niger from AGOA Treatment; Adds Mauritania


On December 23, 2009, President Barack Obama issued a Proclamation amending the eligible beneficiary sub-Saharan African countries under the African Growth and Opportunity Act (AGOA).

The President has determined that Guinea, Madagascar, and Niger "are not making continual progress in meeting the [AGOA] requirements," and has terminated the beneficiary status of the three sub-Saharan African countries.

According to the Proclamation, the President has also determined Mauritania to meet the eligibility requirements under AGOA, deeming it an eligible and beneficiary sub-Saharan African country.

The changes become effective on January 1, 2010.
