Bill Introduced to Increase Transportation Security of Especially Hazardous Cargo07/10/2009
A bill has been introduced into the Senate to amend title 46 of the U.S. Code (U.S.C.) in order to improve port safety and security with regard to the transportation of especially hazardous cargo (EHC).
The Maritime Hazardous Cargo Security Act (S. 1385) requires that the Department of Homeland Security (DHS), among other things, work to "develop protocols, procedures, standards, and requirements for receiving, handling, loading, unloading, vessel crewing, and transportation of especially hazardous cargo to promote the safe and secure operation of ports, facilities, and vessels that transport especially hazardous cargo to the United States."
S. 1385 also includes provisions for port safety validations and training on DHS's incident command system protocols.
ECH is defined by the act as:
- Anhydrous ammonia
- Ammonium nitrate
- Liquefied natural gas (LNG)
- Liquefied petroleum gas
- “Any other substance or materials identified as an especially hazardous cargo” by the Secretary of DHS.
